According to a ruling by the Pennsylvania Labor Relations Board, Scranton's chief police officer, Dan Duffy, can in fact arrest people. This is contrary to the wishes of some members of the Fraternal Order of Police, who in fact didn't want this particular police officer to act...well...like a police officer.
Yes, you read that right: a cop is allowed to arrest someone. Go figure.
